HOW TO WRITE GREAT TESTIMONY

Writing a meaningful testimony to the Hawaii State Legislature is an important way to participate in the legislative process and advocate for issues that matter to you.

1. Understand the Issue

  • Research thoroughly: Before writing your testimony, make sure you fully understand the bill or issue at hand. Read the text of the bill, summaries, and any existing testimonies or debates around it.
  • Identify your stance: Clearly define your position on the bill or issue. Are you in support, opposition, or offering suggestions for amendments?

2. Craft Your Testimony

  • Introduction: Start with a brief introduction of yourself and your connection to the issue. If you represent an organization, mention its name and your role.
  • State your position: Clearly state if you are in support, opposition, or suggest amendments to the bill. Make this statement early in your testimony for clarity.
  • Use personal stories: If applicable, share personal stories or experiences that illustrate why the issue is important to you. This can make your testimony more compelling.
  • Provide evidence: Support your stance with facts, statistics, research, or expert opinions. Cite your sources if possible.
  • Be concise and focused: Keep your testimony brief and to the point. Aim for a length that can be easily read or heard in a few minutes.
  • Suggest solutions: If you oppose a bill, suggest constructive alternatives. If you support it, explain how it could positively impact Hawaii and its residents.
  • Conclude effectively: Summarize your main points and restate your position. Thank the committee members for considering your testimony.

3. Submit Your Testimony

  • Follow submission rules: follow the above instructions on how to submit testimony.
  • Submit on time: All Testimony should be submitted at least 24 hours before the hearing. We get as little as 24 hours to submit.
  • Show Up in Person: If you can show up in person via Zoom or physically. It makes a HUGE difference.

5. Additional Tips

  • Be respectful: Regardless of your position, maintain a respectful and professional tone throughout your testimony.
  • Make Calls: calling your legislators and committee members is a great way to get your point across. Espisclaly if done in the 24 hours proceeding a hearing.
  • Practice: If you plan to deliver your testimony in person, practice reading it aloud to ensure clarity and confidence.
