Instructors against SB2635

SB2635 is a proposed Hawaii law that creates a safety hazard and adversely affects firearms instructors by restricting ammunition purchases and possession.

Under this bill, only a firearms owner and a designated alternate listed on the firearms registration form can purchase and possess ammunition. Only calibers listed on the form can be purchased. There are shooting range and target shooting business exemptions however those terms are vague. Also Rep Lee stated during the Judiciary hearing that firearms would need to be registered to a businesses for the exemption to apply however HRS 134-3 Firearms Registration only allows persons, firearms dealers, and manufacturers to register firearms. Therefore shooting organizations, such as LIFE and businesses you form as instructors, may not qualify for the exemption.

Firearm instructors may not give their students ammunition for live fire practice if they do not meet the above requirements. Firearm owners may not be able to take friends and family members to the shooting range. This creates a safety hazard as people may not get the proper firearm safety training.

The effects of SB2635:

  2. Less firearm’s safety classes and training offered.
  3. Reduces the number of firearm owners
  4. No shooting fairs.
  5. Adversely affects independent instructors and organizations like LIFE, hunters education, etc.
  6. Adversely affects the boy scouts and high school shooting teams.
  7. Family members (without a firearms registration) cannot use ammunition for self-defense.
  8. Administration nightmare re-registering firearms to add different calibers and alternate persons.

Contact representatives in the House and tell them to “OPPOSE/VOTE NO” for SB2635. Tell them you are a firearms instructor/coach/trainer and that this bill is a SAFETY HAZARD because people will not get the proper firearms training and practice. It is also a unconstitutional restriction on the 2nd Amendment.
